Maria (Danielle Harris) works for a TV show called 'Last Steps' that has a fascination with murders and serial killers. As such, Maria is assigned the task of investigating a mysterious man known as Cyrus (Brian Krause), who is said to be responsible for the deaths of a large number of students from the Midwestern University. After receiving a tip, Maria and her cameraman, Tom (Tony Yalda), head off to talk to Emmett (Lance Henriksen), a man who has known Cyrus personally and lived to tell the tale. Emmett agrees to go on camera with his shocking revelations about the killer, told in flashback, but will the horrors be confined to his narration?
