Tsui (Jet Li) has been brainwashed into feeling no physical pain, and is forced into joining China's crack assassin team, the 701 Squad. However, he cannot live with his conscience, and so escapes to the streets of Hong Kong. With the police increasingly powerless against the sinister squad, Tsui decides to help by adopting the mantle of the Black Mask, fighting crime and injustice with his deadly martial art skills.
