These are a 10mm black push fit plastic rivet. They are very common on Japanese vehicles and normally used for bumpers, wheel arch linings, engine undertrays and side skirts. The identical part is used by Subaru, Honda, Toyota, Mazda and Nissan.

The clip fits into a 10mm circular hole. The collar diameter is 20mm. The length of the collar stem is 15.5mm.
