In recent years, about 5 out of 100 reported rapes have resulted in a conviction. In 2016, 4,549 rapes against persons aged 15 or older were reported. In the same year, 384 rape cases led to prosecution and 194 convictions were handed down. Against this background, Brå has been commissioned by the government to study the justice system's handling of rape from report to verdict. Brå has studied what characterizes reports of rape against adult women, how the investigation work is conducted, and what is the reason why so many investigations are closed. The activities of the courts are also highlighted.

Brå has randomly selected 785 of the rape reports from 2016 and studied all material in the cases. Brå has found deficiencies of various kinds in approximately one in ten investigations. Primarily, this concerns the investigation taking too long, possible investigative measures not being taken, or deficiencies in the interrogations.

The study was commissioned by the government. The hope is that it will be useful both for the justice system and for others who are engaged in the question of what the justice system can do to ensure that victims of rape receive redress and the opportunity for healing.
